Unable to select text on 'chrome://settings/siteData'

Issue description

Chrome Version:64.0.3278.0 (Official Build) 6218872807f9d8f9e64630c7cefe0ab18954585a-refs/heads/master@{#519169}(32/64 bit)
OS: Windows (7,8,10),Linux (14.04 LTS),Mac(10.12.6, 10.13.2).

Steps to reproduce:
1. Launch chrome and navigate to 'chrome://settings/siteData'.
2. Try to select the contents in the cookie listing using mouse and observe.

Actual Result: Unable to select the contents on 'chrome://settings/siteData' using mouse.
Expected Result: Should be able to select the contents on 'chrome://settings/siteData' using mouse.

This is Regression issue broken in 'M-64' and Using the per-revision bisect providing the bisect results,
Good Build:63.0.3238.0(Revision: 508209)
Bad Build:63.0.3239.0(Revision: 508578)

You are probably looking for a change made after 508490 (known good), but no later than 508491 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Summary: Unable to select text on 'chrome://settings/siteData' (was: Regression: Unable to select text on 'chrome://settings/siteData')
Unfortunately this is due to an issue in iron-list (see https://chromium-review.googlesource.com/c/chromium/src/+/609319).

To address the issue we should replace (or modify) iron-list.

How about we add risk-selection attribute to iron-list? Is that problematic in this case?
