[Restrict-View-Google] Not remember top / bottom position when adding two Chrome apps as an app pair

Issue description

Steps to reproduce the problem:
1. Open chrome in top and bottom multi window.
2. Add the app pair shortcut to the homescreen.
3. Again open chrome in multi window top/bottom and add the app pair to home screen.
4. Repeat the above steps with samsung internet.
5. Observe

What is the expected behavior?
Chome doesn't save the top/bottom sites when opened previously in the multi window.
It should restore the previous and new sites location in both the multi window.

What went wrong?
Chome doesn't save the top/bottom sites when opened previously in the multi window.
It should restore the previous and new sites location in both the multi window.
While samsung Internet restore the previous app pair configuration in one of the dual app shortcut and resotore the new app pair configuration in the new dual app shortcut.
