Regression: Flickering of "Remove all Shown" button is seen on chrome://settings/siteData

Issue descriptionChrome Version:64.0.3278.0 (Official Build) 6218872807f9d8f9e64630c7cefe0ab18954585a-refs/heads/master@{#519169}(32/64 bit) OS: Windows (7,8,10),Linux (14.04 LTS),Mac(10.12.6, 10.13.2). Steps to reproduce: 1.Launch chrome and navigate to 'chrome://settings/siteData'. 2.In the "Search cookies" text field enter a search string that is present in the cookie list and observe "Remove all Shown" button on every key press.(Please observe the attached screen cast) Actual Result: Unnecessary flickering of "Remove all Shown" button is seen while entering data in the search field. Expected Result: Flickering of "Remove all Shown" button should not be seen. This is Regression issue broken in 'M-64' and Using the per-revision bisect providing the bisect results, Good Build:64.0.3244.0(Revision: 509945) Bad Build:64.0.3245.0(Revision: 510270) You are probably looking for a change made after 509956 (known good), but no later than 509957 (first known bad).
