Steps to reproduce:
1. Launch chrome, go to the above URL and refresh the page multiple times.
2. Observe.

Actual Result: Contents of page flickers while refreshing the page.
Expected Result: Contents of page should not flicker while refreshing the page.

This is regression issue broken in ‘M-61’ and and will soon update the bisect info.

Using the per-revision bisect providing the bisect results,
Good build: 60.0.3087.0(Revision:468508)
Bad build: 60.0.3088.0(Revision:468845)

You are probably looking for a change made after 468782 (known good), but no later than 468783 (first known bad).
