OS:Mac(10.12.6,10.13.2).

Steps to reproduce:
1.Launch chrome ,open NTP and right click on bookmark toolbar.
2.Select ‘Add Folder’ option from context menu. 
3.Now right click on added folder and select delete option from context menu.
4.Mouse hover on ‘Import bookmarks now…’ link and observe.

Actual Result:Arrow pointer is seen on ‘import bookmarks now..’ link on mouse hovering.
Expected Result:Hand pointer should be seen on ‘import bookmarks now..’ link on mouse hovering.

This is Regression issue broken in 'M-60’ and Using the per-revision bisect providing the bisect results,
Good Build:60.0.3088.0
Bad Build:60.0.3089.0

You are probably looking for a change made after 468980 (known good), but no later than 468981 (first known bad).
