{Restrict-View-Google] Device performance is very low.

Steps to reproduce the problem:
1. Randomly using device.
2. Observe
3. Device kept freezing and vibrates for no reason.

What is the expected behavior?
Device response to the event should be fast. It's performance should be enhanced.

What went wrong?
Phone keeps freezing and just vibrates for no reason. Frequently the lock screen just won't swipe to unlock and take between 5 - 10 seconds for the phone to register the swipe.

Tested the issue on Samsung S7 (Android 6.0) using Chrome Stable# 62.0.3202.84 and could not reproduce the issue.
Could some from MTV team please look into the issue (Need an Galaxy S8 or S8+) and provide an update the issue.

Tested with Samsung Galaxy S8/NRD90M & Chrome dev 64.0.3281.0
Found no Performance issue.
