[Chrome][M62][Android 7.1] Web page flickers

Issue description

Steps to reproduce the problem:
1. Open up Chrome
2. Go to m.g9.co.kr
3. Sign in and go to My page
4. Click any content and scroll down in My page

What is the expected behavior?

What went wrong?
A page flickers.

Did this work before? N/A 

Chrome version: 62.0.3202.94  Channel: stable
OS Version: 7.1

Tested the issue in Android and could not reproduce the issue. 

Steps Followed:
1. Launched Chrome Browser.
2. Navigated to m.g9.co.kr
3. No flickering is observed without Signin.

Chrome versions tested:
62.0.3202.83

OS
Android 7.0.0

Android Devices
7.0.0; SM-J710F Build/NRD90M

Note: Tried creating a account, somehow couldn't create the account in Chrome, FireFix and safari as well.

@seiyon: Could you please help us with the details of your device and let us know are you able to reproduce the issue without signing in?

@sandeepkumars, thanks for prompt feedback.

Could you try to create a account on desktop with Chrome rather than on mobile phone with Chrome?
Once you succeed in creating a account on desktop, you can sign in on mobile phone with Chrome.
And I've uploaded a log file and video file just in case you have a problem in reproducing it.

Tried Creating the account using Desktop and Mobile as well, but unfortunately couldn't create the account as we are unable to understand the text on the error message on clicking Signup.

The error message says that please check if your id is duplicated.
So please click "doubld check" button by the ID field to go ahead.

@sandeepkumars, even though you can't reproduce this issue due to a signing problem,
could you take a look at the log and video that I've uploaded?
Requesting UI team to take a look at this issue since this issue isn't reproducible from test team end.
