Regression: Translate bubble is seen chopped in Mac

Chrome Version: 64.0.3278.0
OS: Mac (10.12.6,10.13.1) 

Pre-condition: Enable New Translate UX flag from chrome://flags

What steps will reproduce the problem?
(1) Navigate to any webpage, right click for context menu and select translate to english 
(2) Observe Translate bubble , Maximize chrome window and observe translate bubble

Expected: Translate bubble should not go out of chrome window and should not be chopped when in maximized mode.

Actual: Instead bubble is seen chopped.

This is a regression issue broken in M64.

Good Build: 64.0.3260.0
Bad Build: 64.0.3261.0

Will provide bisect info soon.

NOTE: Issue is not seen in Linux and Windows

You are probably looking for a change made after 514116 (known good), but no later than 514117 (first known bad).
