Offset extension (component) hitbox

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. Connect a 2nd screen to windows (larger than your first one)
2. Try to use your extension
3. You will see that button don't correspond to their hitbox in the second screen

What is the expected behavior?

What went wrong?
Offset hitbox are making some extension unusable, the other one only have a light offset

caceresenzo1502@ Thanks for the issue.

Tested this issue on Windows 10 and Mac OS 10.12.6 using the latest Canary 64.0.3281.0 and Stable 62.0.3202.94 by following the below steps.

1. Launched Chrome and added Adblock extension to Chrome.
2. Connected the system to Dual monitor and on 2nd screen clicked on the Adblock extension icon. Can observe the highlight on the button is seen and on navigating through the options, the highlight is seen and no issues are observed.

Request you to please elaborate the 3rd step and the expected behavior and a screen cast of the steps followed will be more helpful in understanding the issue.
