Animated GIF not working

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Example URL:
https://www.bayernforum.com/images/smilies/coffee.gif

Steps to reproduce the problem:
1. Visit https://www.bayernforum.com/images/smilies/coffee.gif on Chrome
2. Visit the same page on any other rendering engine
3. Compare

What is the expected behavior?

What went wrong?
The animated GIF shows up as a white box instead.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? Yes 

Does this work in other browsers? Yes

Chrome version: 62.0.3202.94  Channel: stable
OS Version: 10.0
Flash Version:
 
Reproducible in Chrome on Linux and also on Opera.
I had reported this few days ago.

This issue is only affecting Chrome 62 (both Android/Desktop).

Able to reproduce the issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome reported version #62.0.3202.94 but the same is not reproducible in the latest canary #64.0.3278.0, latest dev #64.0.3269.3 and latest beta #63.0.3239.59.

This was originally reported on M62 in #0, which had 2 known (and super rare) gif issues. Both have been fixed.

This was also conirmed only M62 in #2

However, in #5 the bisect appears to land inside M63?

I'll investigate more in the morning. Right now, my gut tells me this is one of the bugs we already fixed.
