Network errors - Alignment of action buttons is wrong on landscape window sizes

Issue description

Chrome Version: 63

What steps will reproduce the problem?
(1) Go to a network with an action button such as chrome://network-error/-20
(2) Resize the window so the height is less than 560px and the width is wider than a 800px

What is the expected result?
The button container is aligned with the main body content.

What happens instead?
The button container is aligned to the left.
