Can't report issues via "About Google Chrome" —> "Report an issue" link

Issue description

Chrome Version       : 64.0.3269.3
OS Version: OS X 10.12.6
URLs (if applicable) : chrome://settings/help

What steps will reproduce the problem?
1. Go to chrome://settings/help
2. Click on „Report an issue”

What is the expected result?
The bugtracker should open to allow me report issues

What happens instead of that?
Nothing

UserAgentString: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3269.3 Safari/537.36

Does it work for you, if you do it via the Hamburger Menu in the Toolbar? 

Hamburger Menu > Help > Report an issue...

I'm afraid it doesn't work either way.

It's strange since I can see two click handlers registered for the `div#reportIssue`-button but they don't seem to trigger at least some visible errors either in the console or on the page itself.

Summary: Can't report issues via "About Google Chrome" —> "Report an issue" link (was: Can't report issues via „About Google Chrome” —> "Report an issue" link)
If "Report an issue..." from the Chrome menu isn't working, this sounds like a problem with the Feedback app rather than Settings.

Could be possible to diagnose this by inspecting the Feedback pages in chrome://inspect/#extensions and chrome://inspect/#apps after trying to launch "Report an issue", but if the app isn't opening at all, we'd need logs.

Unable to reproduce the issue on reported chrome version 64.0.3269.3 and on the latest canary 65.0.3305.0 using Mac 10.13.1 with the below mentioned steps.
1. Launched Chrome
2. Navigated to chrome://settings/help
3. Clicked on "Report an issue"
4. Typed "test" 

We are able to report the issue to chrome successfully with out any issue. Attaching the screen cast of the same.

@Reporter: Could you please have a look at the screen cast and let us know if we have missed any steps in reproducing the issue.

As per comment#5 requesting  michaelpg@chromium.org to help in further triaging.
