Non-Regression : Captured Picture in 'Create Supervised User' is seen as profile picture for imported Supervised User in Sign-Out screen

Issue description

Chrome Version: 64.0.3274.0/10156.0.0 dev-channel  Squawks,Peppy and Link 
OS: Chrome

What steps will reproduce the problem?
1)In sign-out screen click on three dot Menu to 'Add supervised User'
2)Click on 'Create Supervised User' -> Now  enter password in'Choose the manager for this supervised user' Overlay -> Navigates to 'Create Supervised User' overlay
3)Now at Profile pictures click on 'Take photo' option -> So that Camera screen is seen -> Press 'Enter' button and picture is captured -> observe focus is on 'Photo from internal camera'
4)Now click on 'Import an existing supervised user' -> select any Supervised USer(Ex: Observe profile pic is 'Snail') -> click on 'Import supervised user' button
5)Now in Sign-Out' screen observe Captured Picture is seen as profile picture for imported Supervised User instead of already selected picture ('Snail') 

Expected: Already available profile picure in 'Import an existing supervised user' overlay(Example:'Snail') should be seen as Profile picture for Imported Supervised User  in Sign-Out' screen
Actual: Instead Captured Picture in 'Create Supervised User' is seen as profile picture for imported Supervised User in Sign-Out screen
 
This is Non-Regression Issue seen from M-55

WontFix as supervised users have been deprecated.
