Regression: ChromeVox spoken feedback is not reading the operations like enabling & disabling of toggle buttons

Issue description

Chrome Version:64.0.3274.0/10156.0.0 dev-channel Squawks,Link 
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover Build >>go to Accessibility Settings >>enable ChromeVox spoken feedback
(2)By using ChromeVox spoken feedback read the operations like enabling & disabling of toggle buttons and observe (Kindly refer video)

Actual: ChromeVox spoken feedback is not reading the operations like enabling & disabling of toggle buttons
Expected:It should read the operations like enabling & disabling of toggle buttons as Pressed/Not Pressed

This is a Regression issue as same is working fine in M-60

Note:Issue is not seen in Linux,Windows OS
