Regression-Overlapping of text in Chrome://flags when zoomed in completely.

Issue description

Chrome Version: 64.0.3277.0
OS: Windows10, Ububtu 14.04, Mac 10.12.6

What steps will reproduce the problem?
(1)Launch Chrome
(2)Go to chrome://flags
(3)open dev tools
(4)Zoom the page to 500%

What is the expected result?
Text should not overlap.

What happens instead?
Text is overlapped.

Bad build: 64.0.3240.0

You are probably looking for a change made after 508747 (known good), but no later than 508748 (first known bad).

chrome://flags layout fixes

+ Fix misaligning of content when displayed RTL.
+ Fix overlapping header and version number on smaller / zoomed screens.

Note:
Rechecked above issue on latest canary version 	64.0.3281.0 (Official Build) on Win(7,8,10), Mac(10.12.6, 10.13.2), Linux(14.04 LTS), fix is working as intended.
