Remove CSSProperty::IDEquals

Once we have minimized the number of references to CSSPropertyID for other purposes, we should minimize the number of single CSSProperty:CSSPropertyID comparisons and delete the CSSProperty::IDEquals method.

Not worth doing. Next dev can do this if they find it to be a problem.
