Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36 Steps to reproduce the problem: 1. international computer users entering their gmail account 2. after cleaning history, the next google(mail) user is experiencing language issues What is the expected behavior? Default English Language on google no matter of users language settings on gmail What went wrong? After clearing history the last language selected is default. Did this work before? N/A Chrome version: 62.0.3202.94 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: This is applicable to several computers in use (windows and mac)

This seems to be unrelated to Chrome. With respect to Google services, users can control their language prefs by following the instructions here: https://support.google.com/accounts/answer/32047?hl=en
