bring URL detection to Chrome for Android long press ("right-click") menu

Reported by billdill...@gmail.com, Nov 24 2017

Issue description

Steps to reproduce the problem:
in Chrome for Desktop, if you highlight a URL and right-click on it, there is a "Go to www.example.com" option in the menu, but Chrome for Android doesn't have this option/feature

What is the expected behavior?

What went wrong?
Chrome for Android should also have this feature!

Did this work before? N/A

Chrome version: 62 Channel: stable

Just to be clear, this is for URL's that are NOT linked. I attached a screenshot of what is currently seen when one is highlighted in Chrome for Android

I think this should be made a higher priority because one of the features that was announced for Android 8.0 was Smart Text Selection, yet Chrome for Android is still missing a feature that's been in Chrome for Desktop since day 1 https://www.androidcentral.com/smart-text-selection-finally-available-google-chrome
'bumping' this because this seems like it would be very simple and fast to implement, as Chrome for Desktop already does this
