Also in payment_request.mm, we should use the factory for the AddressNormalizer.

[PR][AF] Creates an AddressNormalizerFactory class

This class is to be used in ChromeAutofillClientIOS and PaymentRequest for
lazy instantiation of the AddressNormalizerImpl
