Links from external apps like Slack, open a new windows with a blank page

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Example URL:
All external links, event to google.com

Steps to reproduce the problem:
1. Click link on Slack, or Zoom, or MAMP
2. A new chrome window opens, with a blank page and no url in the bar
3. 

What is the expected behavior?
The url for the link should be un the bar and the page should load

What went wrong?
It opens a new browser window instead of in a new tab, and the url bar was empty with no content

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? Yes Don't know, a week ago it worked.

Does this work in other browsers? Yes

Chrome version: 61.0.3163.100  Channel: n/a
OS Version: OS X 10.13.1
Flash Version: Shockwave Flash 27.0 r0

A coworker has the same problem in Ubuntu, and this start happening after I updated to high sierra

"Unable to reproduce the issue on the reported chrome version stable 61.0.3163.100 and on the latest canary 64.0.3278.0 using mac 10.12.6, Ubuntu 14.04 and Windows 10 with the below mentioned steps.
1. Opened Chrome
2. Clicked a random link in slack
We observed that the new window which opened has URL in the bar and page opened isn't blank. Attaching the screen cast of the same.

@Reporter: Could you please check whether we have missed any steps in reproducing the issue.
