Steps to reproduce:
1. Launch chrome (if content suggestions are not shown in tab page, force quit and reopen the app)
2. Go to settings> privacy> clear browsing data
3. Perform Clear the browsing data
4. Close settings and open new tab page

Observed results:
Notice that opening new tab page will not display the  content suggestions by itself

Note: Force quit and relaunch of app will display the content suggestions

Expected results:
After clearing browsing data content suggestions should be displayed
