Chrome remote webpage debugger works unstable with USB on many devices

Issue descriptionGoogle Chrome 62.0.3202.94 (Official Build) (64-bit) is used to debug webpage inside android device 60.0.3112.107 (32-bit) via USB cable on Android 5.0.0; Lenovo A1000 Build/S100. There are two problems which I observe: a) Device is not always shown in remote devices tabs, even though windows 7 has detected Andoid and opened explorer with device folders and Android also demostrates multimedia connection. Restarting chrome and reconnecting USB helps, but this should work from the first attempt with no reconnect. My android settings is set to accept debugging by default. b) Usually Chrome debugger shows incorrect list of open tabs in Android. I attach two screenshots taken at the same time, one screenshot from Android and the second from my Windows 7. Currently open tab is missing on the list. It is hard to identify what triggers incorrect list of tabs. You can see from Android screenshot that icon indicates that USB connection is ok. These behaviours are observed with many other Anroid devices and also with different cables and with different versions of Chrome (both on Android and Windows 7). This makes debugging horrible experience, because you may have to restart Chrome several times. <b>Chrome OS Platform: <Make/model of computer running Chrome OS></b> <b>Network info: <network, encryption type, router model (if known)></b> Please specify Cr-* of the system to which this bug/feature applies (add the label below).
