Issue descriptionChrome Version: 64.0.3274.0/10154.0.0 dev-channel Samus,Zako and Winky OS: Chrome What steps will reproduce the problem? (1)Sign into User -> Click on Uber Tray and select 'Sign-out' option (2)In Sign-Out screen -> Rotate screen using 'Ctrl+Shift+Reload' button(Upto 0 degree) (3)Observe 'Internal Display was rotated to 0' is seen as Notification -> Hover mouse on notification and observe unnecessary Hand pointer is seen -> click on it and observe nothing happens Expected: Arrow pointer should be seen on hovering mouse on 'Internal Display was rotated to 0' Notification as it is not clickable Actual: Instead Hand pointer is seen on hovering mouse on 'Internal Display was rotated to 0' Notification and on clicking nothing happens This is Non-Regression Issue seen from M-55 @yoshiki : Please confirm the Issue

C#1 > 1.In Sign-in screen -> Hand pointer is seen for 'Internal Display was rotated to 0' Notification and on clicking it page navigates to 'Displays' section in chrome://settings (Please refer 'NotificationInSignInscreenBehavior' video) 2.Whereas in sign-out screen on clicking 'Internal Display was rotated to 0' Notification nothing happens but unnecessary hand pointer is seen instead of arrow pointer(as it is not clickable) 3.In sign-out screen -> Observe arrow pointer is seen for Battery notification(Please refer 'ArrowPointerForBatteryNotification' screenshot) Re-opening issue for confirmation. Please close if this is also WAI. Thanks..!!
