Regression: Focus highlight is not stays on 'Add folder' button in Workspace of dev tools.

Issue description

Chrome Version: 64.0.3276.0 Revision ccea2aa0a41cbb3dcbbf5961be4820d428b93a4c-refs/heads/master@{#518818}(32/64 bite)
OS: Windows(7,8,10), Linux(14.1LTS),Mac(10.12.6, 10.13.2) 

What steps will reproduce the problem?
(1) Launch chrome, open dev tools window and press F1 to open 'Settings' section.
(2) Click on 'Workspace' and then click on 'Add folder' to add folder.
(3) Click on 'Cancel' button of Browser to folder and observe focus.

Actual: Focus highlight is not stays on 'Add folder' button.

Expected: Focus highlight should stays on  'Add folder' button.

This is regression issue, broken in ‘M 64’ and below is bisect info :
Good build:64.0.3245.0 
Bad build: 64.0.3246.0 

You are probably looking for a change made after 510462 (known good), but no lat
er than 510463 (first known bad).

Still we are able to reproduce the issue on Windows 7 , Mac 10.12.6 & Ubuntu 14.04 using latest Canary-64.0.3279.0 as per C#0.
