Regression:Focus does not travel to close icon on sign into chrome overlay after pressing shift + tab key.

Issue description

Chrome Version: 64.0.3276.0 (Official Build)ccea2aa0a41cbb3dcbbf5961be4820d428b93a4c-refs/heads/master@{#518818}(64-bit)

OS:Mac(10.12.6,10.13.2).

Steps to reproduce:
1.Launch chrome ,click on avatar icon and select 'sign into chrome' button. 
2.on overlay press shift + tab key until focus reaches to 'Next' button , press shift + tab key and Observe.

Actual Result:Focus does not travel to close icon on sign into chrome overlay after pressing shift + tab key.
Expected Result:Focus should be seen on close icon on sign into chrome overlay after pressing Shift + tab key.

This is Regression issue broken in 'M-63' and Using the per-revision bisect providing the bisect results,
Good Build:63.0.3223.0
Bad Build:63.0.3225.0

You are probably looking for a change made after 504421 (known good), but no later than 504422 (first known bad).

Alex, can you take a look? On Mac, it looks like the body can become the active element, I'm not sure what's different about focusing on Mac compared to other platforms.
