I-beam pointer is seen on 'Add search engine' overlay

Issue description

Version: 64.0.3276.0 ccea2aa0a41cbb3dcbbf5961be4820d428b93a4c-refs/heads/master@{#518818} 32/64 bits
Win(7,8,10), Mac(10.12.6, 10.13.2) and Linux(14.04 LTS)

What steps will reproduce the problem?

1. Launch chrome, navigate to chrome://settings/searchEngines and click on 'Add' button
2. Mouse hover on first letter of any field in 'Add search engine' overlay (e.g. 'S' in 'Search engine' ) and observe the pointer

Actual: I-beam pointer is seen after mouse hovering on first letter in 'Add search engine' overlay
Expected: Arrow pointer should be seen

This is an Non-Regression issue seen from M-55
