Empty drop-down box appears on clicking learn more link of certificates in search option.

Chrome Version: 64.0.3276.0	ccea2aa0a41cbb3dcbbf5961be4820d428b93a4c-refs/heads/master@{#518818}

Test URL:https://www.google.com/gmail/about/#

OS: Win(7,8,10).

Steps to reproduce:
1.Launch chrome, go to above link and click on Security chip.
2.click on certificates and  click on learn more link of certificates 
3.Observe search box after clicking  on drop down button.

Actual Result: Empty drop-down box appears on clicking learn more link of certificates in search option.
Expected Result:Empty drop-down box should not be seen on clicking learn more link of certificates in search option.

This is Non- regression issue broken in ‘M-50’.

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.
