Search flags textbox doesn't work properly after restarting the chrome on chrome://flags page.

Issue description

Chrome Version: 64.0.3276.0 (Official Build) ccea2aa0a41cbb3dcbbf5961be4820d428b93a4c-refs/heads/master@{#518818} 32/64-bit.
OS: Windows (7,8,10),Linux (14.04 LTS),Mac(10.12.6).

What steps will reproduce the problem?
1. Launch Chrome and navigate to chrome://flags page.
2. Enter any keyword (For Ex: fdgdfgdf) in 'Search flags' text-box.
2. Now restart the chrome and observe.

After restarting the Chrome, unnecessary all the content of chrome://flags page appears even typed keyword is present in 'Search flags' text-box.
After restarting the Chrome, only searched content should be seen on chrome://flags page.

NOTE: Search text-box working properly on chrome://settings and chrome://history page.

This is a non-regression issue, seen from M-63 series.
