chrome stopped accepting files to be sent to the site, either through drop or through the element

Steps to reproduce the problem:
1. site gmail.com - drop file in attachments don't work
2. site vk.com etc...

What is the expected behavior?
In the penultimate version, everything worked

What went wrong?
chrome stopped accepting files to be sent to the site, either through drop or through the element <input type="file"...

Chrome version: 62.0.3202.94  Channel: stable

Flash Version: 

FileReader Error: DOMException: The requested file could not be read, typically due to permission problems that have occurred after a reference to a file was acquired.

Sorry it has taken so long to take a look at this but are you still encountering this issue? Gmail works for me if I compose an email and then drop the file into the email.

Chrome 67.0.3396.87 on a Debian based system.
