change parent div visibility to inherit does not make its dynamically created children visible

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.13; rv:57.0) Gecko/20100101 Firefox/57.0

Steps to reproduce the problem:
1. launch the test html
2. wait for 5 seconds to see a red div; no yellow sub div is shown
3. zoom in and zoom out or move the browser to another monitor (dual monitor) will make the yellow sub div  visible

What is the expected behavior?
the yellow sub div should be visible when its parent div is made visible

What went wrong?
when parent div is made visible (visibility style), the child which also has visibility set to inherit does not show.

Did this work before? Yes the version before this release

Does this work in other browsers? Yes

Chrome version: Version 62.0.3202.94 (Official Build) (64-bit)  Channel: stable
OS Version: OS X 10.13
Flash Version: Shockwave Flash 27.0 r0

Able to reproduce the issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome reported version #62.0.3202.94 but the same is not reproducible in the latest canary #64.0.3276.0 and latest beta #63.0.3239.59.
