Regression: Faded tab strip is seen while closing any notifications

Chrome Version:64.0.3274.0/10154.0.0 dev channel samus,zako,winky

What steps will reproduce the problem?
(1)Launch chrome >>Take any screenshot >>Close it and Observe Tab strip (Please refer video)

Actual: Faded Tab strip is seen when closing any notifications
Expected: Faded Tab strip should not be seen 

This is a Regression issue as same is working fine in M-62.0.3202.97/9901.77.0 stable channel winky 

Note: Issue is not seen in Linux, Windows OS

Thank you for filing. This is caused since clicking notification activates a notification. When user clicks a close button, it is activated then closed.Let me fix this.
