Regression: Show default cursor on image type input

What steps will reproduce the problem?
(1) open https://www.w3schools.com/html/tryit.asp?filename=tryhtml5_input_height_width
(2) Hovering the image type input

Expected: pointer cursor
Actual: default cursor

Fix cursor style when hovering image type input

This cl fix the cursor on "image" type input element. Change
to use pointer cursor.

Verified the issue on Windows-10, Ubuntu 14.04 and Mac OS 10.12.6 using chrome latest Canary M64-64.0.3277.0 by following steps mentioned in the original comment. Observed that pointer cursor is displaying for images and its working as expected. Hence adding TE-Verified label.

Please find the screen cast(Ubuntu 14.04) for reference.
