Need ability to replace server name in wprgo archives

In Issue 757014 it was discovered that re-recording the Maps benchmark's web page replay (WPR) archive relies on the ability to remap host names in the archives, specifically "localhost:8000" to "map-test".

This was filed in https://github.com/catapult-project/catapult/issues/3787 but not yet implemented.

At this point this capability is a hard requirement in order to fix  Issue 784418 . Blocking fixing that bug on this one.

Note, per https://bugs.chromium.org/p/chromium/issues/detail?id=784418#c6 , that if there were a way to tell record_wpr itself to remap "map-test" to "localhost:8000" during recording, that would probably solve the problem too. As it stands the benchmark has to be temporarily modified to make its requests against localhost:8000 during recording.

This is not needed.  Issue 784418  can be solved using Telemetry's static local server.
