Chrome causes Distributed COM errors on Windows 10 1709

Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36
Steps to reproduce the problem:
1. Open Chrome
2. Verify the presence of the error in Event Viewer > Windows Logs > System
What is the expected behavior?
It shouldn't cause the error.
What went wrong?
The behavior can be replicated every time, it happens only when launching chrome, no other software or system component seems to trigger it like Chrome does.
Windows reports the following:
The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID
{D63B10C5-BB46-4990-A94F-E40B9D520160}
and APPID
{9CA88EE3-ACB7-47C8-AFC4-AB702511C276}
to the user MSI-X299\Artins 90 SID (S-1-5-21-3993003903-249957610-1136822349-1001) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.

Able to reproduce the issue on Win-10 using chrome latest stable #66.0.3359.170 and latest chrome version #68.0.3430.0. Issue is specific to OS-Win. This is a non-regression issue as it is observed from M60 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
