a11y: changing wifi signals not being articulated by screen reader

Firmware Version Google_Samus.6300.174.0

This issue occurs when trying to log into a wifi network when many networks are nearby. Please follow these steps to reproduce:

# Enable ChromeVox
# Attempt to connect to wifi using these instructions: https://support.google.com/chromebook/answer/1047420?hl=en
# Watch as wifi networks move up and down the list according to their signal strength
Expected: Screen reader always indicates which network is in focus
Actual: These changes can sometimes occur so rapidly that when the screen reader has announced one network, you could end up selecting another network before the screen reader can catch up

I'm not seeing this when I leave focus on the wifi network. Each network is exposed as a "button" and does not lose focus.
