[Request] Add Method to Network Domain to Make HTTP Requests

Issue description

My request is to create a new method in the Chrome DevTools Protocol to make HTTP requests and provide a callback to handle the response. It seems to be a similar pattern in some other methods (like DOM's performSearch) to perform some request and have the work be delayed until a callback is provided. It would be helpful to be able to have requests and responses be handled with a method rather than having to use the observer events to have to intercept and inspect the responses as they come in.

Sorry, forgot to mention the intention is to be able to make these kinds of requests in headless DevTools.

This can be achieved by using Runtime.evaluate, passing some "fetch(...)" expression and awaitPromise flag.
