a11y ChromeVox: language picker not speaking name of two languages

Firmware Version Google_Samus.6300.174.0

First reported by a user, reproduced using these steps:

# Launch ChromeVox language settings by going to the menu > Accessibility > Settings > Manage Accessibility Features > Enable ChromeVox > ChromeVox Options > Voices > Select Current Voice button

# Navigate on the list until you navigate onto a language that uses non-Western characters in the name

Expected: language name is spoken
Actual: ChromeVox only says "Chrome OS Menu Item" instead of the language name.
