Feature: Save scroll position when recovering from OOM killing

Issue description

Chrome Version: 62.0.3202.70
OS: iOS 11.1.2

What steps will reproduce the problem?

(1) Open a long article. Read half of it.
(2) Do other stuff on the device.
(3) Come back to Chrome to finish the article. Chrome has been OOM killed, and reloads the tab/page, but it has lost your scroll position so you have to re-find where you left off in the article.

What is the expected result? It would be cool if Chrome could zap back to the right scroll position.

What happens instead? It scrolls to the top of the page.

I experience this on iOS, but it might happen on Android, too? Not sure.
