Currently when a user clicks or taps one of the window control buttons on a non-focused window, the window takes focus on mouse/touch down, moving it to the top of the freeform window z-stack.

Instead, the expected behavior is if a window mouse/touch down occurs on the minimize or close buttons, the window does not take focus (but proceeds with the minimize or close action on mouse/touch up if it was a click/tap).
