[macOS] Omnibox focus is blue in Incognito even if you change the Appearance to grey in macOS Settings

Issue description

Chrome Version: Version 64.0.3275.0
OS: macOS 10.12.6

What steps will reproduce the problem?
(1) Change the Appearance in macOS Settings from blue to grey
(2) Open an Incognito Window
(3) Focus the Omnibox

What is the expected result?
The focus ring should be grey.

What happens instead?
The focus ring is blue.

This is not a regression.

Tentatively deduping it from 594276, only because that bug does not explicitly mention this particular issue (the ring color not following appearance). It talks about using gray in incognito but that's not the same issue.

I'm happy for this to get duped as long as we guarantee this issue doesn't get lost in the duped-into bug.

This issue only affected the Cocoa UI, which is no longer supported and is being deleted in  issue 832676 .
