Tons of Unicode fallbacks

I'm seeing tons of square boxes for non-ASCII characters.

Simple repro: go to https://imastodon.net/@fusagiko (a random page pulled from the Mastodon feed, sorry).

You are probably looking for a change made after 508505 (known good), but no later than 508527 (first known bad).

The only plausible candidate from that list is fcd7b94faa40dfc3e4e4be26f4e854dd14ef650c . I see https://crrev.com/c/784473 which is for  bug 786777  and bug 662686. Is this a dup of either?
