Mouse Wheel Srcoll Down Does not Work. Scroll Up Does.

Issue description

Chrome Version       : 62.0.3202.94
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
URLs (if applicable) : https://bugs.chromium.org/p/chromium/issues/detail?id=704410

Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox: OK
    IE/Edge: OK

What steps will reproduce the problem?
1. Navigate to the above URL using this version of Chrome.
2. Attempt to scroll down to see content further down the page.


What is the expected result?

Page scroll down so the content towards the bottom of the page is visible.
What happens instead of that?
Nothing moves.

possible.
You will note that the issue contained in the URL above describes the issue I currently have.

My issue seems only to apply to the main window. Sub windows (like the one I'm typing into to file this report) work OK.

Scroll bars, space key, arrows, page up/down all work.

I am using a Logitech M705 mouse, with up to date drivers.
I've tried all the smooth scrolling enabling and disabling features I can find in the Setpoint SW and Chrome settings.

does appear to scroll OK.

This one does not if I size the chrome window small enough for the vertical scroll bar to appear.

Unable to reproduce the issue on reported version 62.0.3202.94 and latest build 64.0.3275.0 using Win 7 and 10.

Could you please retry the scenario on fresh profile or by removing unwanted extension 
Please follow below steps to create a new profile
(I) Click the avatar icon on top right of the browser and click on manage people
(ii) In the new window, on the bottom right, click on Add person
(iii) Enter the person name and click on save

This sounds like you have an extension installed. Have you tried disabling all extensions? And trying it in an incognito window?

There are a few extensions in the chrome store that break scrolling exactly this way after a change in Chrome 61 that occurred.
Still waiting on feedback.

The scrolling works properly when I open this URL in an incognito window.
I have the following extensions installed:

Disabling CLEAN crxMouse Gestures 3.3.0 seems to resolve the issue. A pity since I've trained myself to rely on gestures.

I believe crxMouse Gestures was updated to support this. Perhaps you want to remove the "CLEAN crxMouse Gestures" extension and use the "crxMouse Gestures" extension.

Marking as WontFix since this isn't an issue with Chrome but installed 3rd party extensions.
