Scheduler does not differentiate between passive and active listeners |

Issue descriptionBlink Scheduler doesn't know the difference between active and passive scroll/touch listeners and unnecessarily employs all logic to process them quickly to ensure smooth scrolling even when the listener is passive. This can lead to significant delays in firing callbacks when page contains only passive listeners.
