Input of type color in Windows is unusable and should be improved

Reported by stoica.i...@gmail.com, Nov 22 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. Add an input type color(which is supposed to use OS native color dialog)
2. Open it
3. Check the positioning of the window on Windows 10 - vs check the position of the window in MS Edge(using native Win10 OS UI) on Windows 10 and the type of this dialog.

What is the expected behavior?
The color picker should appear in a region fitting the screen, close to the button triggering open.

What went wrong?
It appears in the upper left corner of the monitor used by the browser, so if the field is in the bottom right of the browser, the user has to traverse visually, all the diagonal to be able to pick a color. This is not normal.

Did this work before? No

Chrome version: 62.0.3202.94 Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 27.0 r0

Apparently Firefox does the same thing on Windows 10, this does not mean you have to follow Firefox implementation. Can't the proper Win 10 dialog be used, as EDGE does ?
Much more intuitive, proper automatic positioning ... Please, it is too much to use plugins every time, input type="color" needs some polisihing!
