devanagari text inputted correctly but not rendered

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. Type the sequence U0915 U094D U092F U093E in any text box in the browser or in the address bar
2. the first character should merge with the third character to form a conjunct. that doesn't happen in chrome

What is the expected behavior?
The first character has to merge with the third character to form a conjunct. The second character indicates that the first and 3rd characters need to join together to form a conjunct.

What went wrong?
The second character was ignored and the conjunct did not get formed. See video at https://youtu.be/BnIzGGWt2RY

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes I believe this was working on Mac Os 10.12.*. Not sure if it stopped working because of a chrome upgrade or because of os upgrade. However it works fine on Safari 11.0.1 with the same OS

Does this work in other browsers? Yes

Chrome version: 62.0.3202.94  Channel: stable
OS Version: OS X 10.13.1
Flash Version: 

Issue is not always replicable. it works fine in maybe 10% of the cases not sure why.
Also works fine in TextEdit

"We tried typing the sequence U0915 U094D U092F U093E by enabling devnagari, using Mac 10.13.1 with chrome version stable 62.0.3202.94. We found, the text typed is different from the text which is shown in the video/youtube link. Attaching the screen shot of the same.

@Reporter: Could you please check the screen shot and if we are provided with the correct sequence which helps us to triage the issue in a better way.

It appears that you are attempting to type the characters using a devanagari keyboard.
If so, please perform the following keystrokes:
First, switch to the devanagari keyboard (screenshot attached - it's the third option in my list, stating "देवनागरी"
Next, type the following in your input box or address bar:

क ् य ा  क ् य ा(with no spaces in between)
The corresponding physical keys would be
kd/ekd/e


Alternatively, use the Unicode hex input (attachment 2, the 4th item in my list of keyboards - screenshot)

Type the following:
Alt+0915 Alt+094D Alt+U092F Alt+U093E Alt+0915 Alt+094D Alt+U092F Alt+U093E

(keep the alt key pressed and then type the 4 characters which constitute the codepoint id, see https://discussions.apple.com/thread/1899290?tstart=0)


Another observation - the first time I type the sequence in the text box it is rendered fine, but subsequently the second codepoint is being lost

Unable to reproduce the issue on Mac OS 10.12.6 using chrome reported version #62.0.3202.94 and canary #64.0.3279.0 as steps mentioned in Comment #4

comment 6 does display correct behavior. However that is on mac os 10.12.6, the issue was raised for 10.13.1. I can test this on the canary build.
ok I need to modify the bug report.
Tested on 
Mac OS 10.13.1 with build

Typing the sequence WORKS FINE on
- address bar OK
- google search box OK

Typing the same sequence DOES NOT WORK FINE on
- This comment box https://bugs.chromium.org/p/chromium/issues/detail?id=787826 - Add a comment. NOT OK
- The twitter "tweet box" which pops up when one clicks on the Tweet button after logging in to twitter. NOT OK

I am not sure how the first 2 use cases are different from the last 2 use cases. But this should give insight into the root cause.
