Background color for full-page-media should be white with new Media Controls

Issue description

Chrome Version       : 64.0.3274.0
OS Version: 10150.0.0

What steps will reproduce the problem?
1. Enable New Media Controls flag
2. Go to https://storage.googleapis.com/media-session/caminandes/short.mp4

What is the expected result?
The background color matches new style for new Media Controls

What happens instead of that?
Background is black ;(

While we previously explored a white treatment, we decided that a "cinema mode" treatment was preferred, so the plan of record keeps images and videos on a black background.

Should it be at least centered in that case if we go with a "cinema mode"?

I would like to see centered. Amy, I believe that you had also desired using a black scrim instead of a white one while in cinema mode. Did I remember that correctly?
