Date Wrong Time Zone

Issue description
UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.101 Safari/537.36
Steps to reproduce the problem:
1. var myDate = new Date("2015-11-22T00:00:00Z")
2. console.log(myDate.toString());
3. Output is Sun Nov 22 2015 03:00:00 GMT+0300 (Turkey Standard Time)
What is the expected behavior?
The timezone of this time must be GMT+0200. You can see this https://jsfiddle.net/ibrahimuludag/aow7bpja/. Internet Explorer gives correct result.
What went wrong?
Time time zone is incorrect. The current time zone is used for all times.
