Bookmark bar present in Incognito mode despite "Show bookmarks bar" is unchecked

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. Open a normal chrome window and make sure "Show bookmarks bar" is checked
2. Open a new incognito window
3. Right click the bookmark bar and un-check "Show bookmarks bar" from the context menu

What is the expected behavior?
Bookmarks bar should go away in the incognito window too when "Show bookmarks bar" is unchecked

What went wrong?
"Show bookmarks bar" is present in the incognito window even if "Show bookmarks bar" is unchecked from the bookmarks bar context menu

Did this work before? N/A 

Chrome version: 62.0.3202.94  Channel: stable
OS Version: 10.0
Flash Version: 

The Bookmarks bar is toggled correctly on the normal window (even when it's unchecked via an incognito window), but the Incognito window still has the bookmarks bar
 
Same on linux version 62.0.3202.94 (Official Build) (64-bit)

Unable to reproduce the issue on Win-10 and ubuntu 14.04 using chrome reported version #62.0.3202.94 and latest canary #64.0.3275.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened a normal chrome window and checked the "Show bookmarks bar".
2. Opened a new incognito window.
3. Right clicked the bookmark bar and un-checked "Show bookmarks bar" from the context menu.
4. Observed that the bookmark bar is toggled correctly on the incognito window as well.

Note: The bookmark bar completely disappears on navigating to a page but it only toggles on/off on checking/unchecking the bookmark bar respectively on a new tab page. This is an intended behaviour.

nyirocsaby@ - Could you please check this issue on latest canary #64.0.3275.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

OK, now I understand. It's a feature that the bookmarks bar is present on the empty landing screen even if it's disabled

I guess this can be closed then,

I was able to reproduce this in Canary (Version 65.0.3299.0 (Official Build) canary (64-bit)).  See here: https://www.screencast.com/t/eyTiUg13a.  This is using CTRL+SHIFT+B as well as the right-click method.  Couldn't reproduce in current stable build or current beta build.
