Regression : 'Expand/Collapse Notification' Icon is seen missing for Default 'Google play' Notification

Chrome Version: 64.0.3274.0/10151.0.0 dev channel Minnie
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user in ARC device -> In sign-in screen click on Notification -> 'Google play' Notification is seen
(2)Now observe for 'Expand/Collapse Notification' Icon at 'now' text so that 'OPEN PLAY STORE' and 'NO THANKS' buttons are missing
(Please refer Video and screenshot)

Expected: 'Expand/Collapse Notification' Icon at 'now' text should be seen for Default 'Google play' Notification so that able to view 'OPEN PLAY STORE' and 'NO THANKS' buttons

Actual: Instead  'Expand/Collapse Notification' Icon at 'now' text is seen missing so that unable to view 'OPEN PLAY STORE' and 'NO THANKS' buttons

This is Regression Issue seen as same is working fine in 62.0.3202.97/9901.77.0 Stable-channel Minnie

Note : 
1.Issue is seen on Reks,Celes and Jerry ARC devices
2.Issue is also seen on M-63

1.This issue worked fine earlier in 62.0.3202.97/9901.77.0 i.e. Expand/Collapse Notification' Icon is available and on Expanding notification able to view 'OPEN PLAY STORE' and 'NO THANKS' buttons. Attaching expected Video for reference.
2.If Expand/Collapse Notification' Icon at 'now' text is seen missing is intended then unable to view 'OPEN PLAY STORE' and 'NO THANKS' buttons (Please refer 'Actual_NoIcon' Video and Screenshot) .So can you please confirm 'OPEN PLAY STORE' and 'NO THANKS' buttons will not be available for 'Google Play' Notification

Re-opening issue for confirmation. Please close if this is also WAI.

This is intended, the expand button was removed because there wasn't any content to display anymore. 

"OPEN PLAY STORE" is redundant, it's the link of the notification itself
"NO THANKS" is redundant, it equals to notification dismiss/close. 

The notification wasn't optimized or following the guidelines, this fixed it.
