Mouse over links behaviour is not correct

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. open https://flagma.ua/obyavleniya-o-1.html
2. try to move mouse over links in left or top menus

What is the expected behavior?
Color of link should be changed to orange.
Also link should be underlined in left menu.

What went wrong?
Style of link is not changed.

Did this work before? Yes 

Chrome version: 62.0.3202.94  Channel: stable
OS Version: 10.0
Flash Version: 

I've noticed that after changing page scale, the mouseover behaviour becomes right.

Able to reproduce this issue on reported version 62.0.3202.94 but fixed on latest beta 63.0.3239.59 and on latest canary 64.0.3275.0 using Windows 10, Ubuntu 14.04 and Mac 10.12.6. Hence providing reverse bisect info.

Last Bad Build: 63.0.3225.0
First Good Build: 63.0.3226.0

You are probably looking for a change made after 504560 (known good), but no later than 504561 (first known bad).

It's fixed on 63, and the regression isnt severe enough to qualify for a merge to stable. Marking as fixed. M63 should it stable early December.
